GRAFTON — Planning Board charts course on flexible development incentives. The Grafton Planning Board reached consensus on a phased approach to the Flexible Development Incentivization Project at its October 5 meeting, deferring major policy changes until after the November election. Chair Greg Dalle-Molle summarized the Board's decision to start by simplifying development incentives and removing the duplicate conventional plan requirement, rather than eliminating the Special Permit.

Member Robert Hassinger expressed discomfort with eliminating the permit, calling it "a very special tool." Michael Maughan-Brown of the Central MA Regional Planning Commission outlined policy options modeled on Acton, Massachusetts, and will prepare ideas for November and a draft by late November or December.
