Capital Panel Previews $22 Million in FY28 Requests

Grafton capital panel previews $22 million wish list, warns a turf field will eat the FY28 budget. The Capital Planning Committee reviewed a preliminary fiscal 2028 plan carrying 36 requests worth $22 million from town departments, of which only about $7.5 million is considered realistically fundable before school figures are added. Committee member Evan Broussard said a roughly $750,000 replacement of the stadium's artificial turf field would consume "100 percent" of the town's entire FY28 capital capacity.
The panel also moved toward filing a Statement of Interest with the Massachusetts School Building Authority for a $2.4 million roof replacement at South Grafton Elementary School when the state's grant window reopens in January 2027. Broussard reported the town's other post-employment benefits trust has grown 236 percent since 2021, cutting its unfunded-liability payoff timeline from decades down to about 20 years. "We are, we're still under budget for that project," a staff member identified only as Jay said of the middle school roof.
Members approved the June 3 meeting minutes by roll call vote.
