Grafton Board Delays Flex-Zoning Changes Until Vote
Planning Board · Meeting of October 5, 2026
Grafton Planning Board ties zoning overhaul to November ballot question. Director of Planning and Community Development Christian D'Emilia and a Central Massachusetts Regional Planning Commission consultant briefed the board on options to strengthen flexible-development incentives, including an Acton-style model already approved by the Massachusetts attorney general. Member Robert Hassinger said he is "really reluctant to give it up in any way" on special permits and wants to wait for the vote on what he called "Question 7." The board also unanimously approved spending roughly $143,000 in released bond funds to finish long-unfinished roadwork at the six-lot Stillwater Estate subdivision, where a 2023 estimate pegged the remaining work at about $43,000.
A letter from Westborough about Amazon's pilot drone-delivery program, capped at roughly 200 flights a day, prompted the board to consider adding drone landing zones to its zoning use table as a special-permit use.
