Board votes to complete Stillwater infrastructure
Planning Board · Meeting of March 23, 2026
Grafton Planning Board votes to finish bankruptcy-stalled Stillwater Estates roads. Town Counsel Anthony Riley told the board Mutual One Bank is holding a $143,000 bond tied to the subdivision, where the developer's bankruptcy left stormwater work and road construction unfinished; a 2023 estimate pegged the remaining work at about $42,000. The board voted 5-0 to have staff seek an updated cost estimate.
Separately, the board continued a special permit hearing for Wyman-Gordon's proposed 3-megawatt solar array at 244 Worcester Street, which engineer Adam Hartman said would generate "approximately 5 million kilowatt hours annually," enough to offset about 475 households. The company proposed a recorded memorandum of understanding instead of a decommissioning bond, citing its ownership by Berkshire Hathaway. Woodland Hills HOA president Vivek Hegde also told the board "people should be heard," raising noise and access concerns about a commercial project at 124 Westborough Road approved before his neighborhood was built.
