Grafton Board of Health extends deadlines on contested rental violations at 9 Waterville Street. The board voted unanimously at a June 29 public hearing to order repair of a leaking basement steam pipe by September 1 or when the unit is vacated — whichever comes first — and to grant the property owner a 60-day extension on five contested second-floor bathroom violations. Regional Environmental Health Specialist McKenzie Falker had found a combined 18 violations across two inspections in May and June, most of which property manager Brett Garceau documented as already repaired.

Regional Public Health Director Annette Garcia told the board that state sanitary code applies regardless of lease exclusions, saying "the property owner has to maintain that space according to the housing code in good condition." Clerk Andrew Chalupka cited the risk to the tenant and his pets if an active eviction remains unresolved by heating season. Garcia also said she will research within the coming week whether permanently eliminating the contested bathroom — rather than bringing it up to code — is a permissible option under state law.
