Grafton Health Board Appoints Tobacco Compliance Agents
Board of Health · Meeting of September 14, 2026
Grafton Board of Health opens debate on local kratom rules, previews higher food permit fees. Regional Public Health Director Annette Garcia briefed the board on the state's temporary emergency order banning kratom and its synthetic derivative 7-OH through August 28, 2027, with the board targeting an early-2027 public comment period on possible local regulation. Member Radhika Balaji Prabhu warned the substance carries "too conflicting information" for the public and urged education first.
The board voted 5-0 to appoint the Massachusetts Health Officers Association as tobacco compliance agents and voted 5-0 to accept its August 10 minutes. Garcia also previewed a proposed fee schedule overhaul that would move food establishments off a flat $200 annual permit to a four-tier, risk-based structure, effective calendar year 2027, with comparable Shrewsbury permits currently running $400 to $500.
