Planning Board · Meeting of June 16, 2026

Grafton Planning Board approves Rigotti Village special permit on court remand, 4-1. The board held a special meeting June 16 to finalize the draft decision and judgment and order on remand for Rigotti Village, SP2019-2-SPA, a multifamily rental development at 41 Church Street and 14 West Street. Chair Gregory Dalle-Molle presided as the board resolved the last disputed conditions, including a compromise on Condition C-60 requiring the applicant to complete the top coat of pavement on the project's private roads within 18 months of the final certificate of occupancy in lieu of bonding security.

Member David Robbins voted against Waiver 5, waiving the subdivision prohibition on dead-end roads longer than 500 feet, stating "it would take a strong, strong benefit of some sort" to justify the exception, a position he said he had held for 20 years, before the waiver passed 4-1 and the full decision passed 4-1 on the same lines. Robbins also proposed the board consider removing the footnote in its subdivision rules that explicitly allows such waivers.
